I totally understand how you feel - setting aside S3 entirely, which veered from truly crazy hair to occasional sublimeness - probably my favorite hair on the Doctor is at the end of RotC/beginning of AoS, when it seems like the hair folks just threw their hands up in light of the situation with the elements and let the man's hair just be for once.
